xvi Annual Report of the Council Since the meeting on July 4th the most significant development in the thinking on the problem was expressed by the Dean when he addressed the Council on July 12th On that occasion he suggested that after much reflection and consultation it seemed to him right that the present opportunity to effect radical changes offered by the Murray Report should be accepted that the present constitution of the College drawn up sixty-five years ago was ripe for change This constitution with its complicated duality of two governing bodies had survived two world wars and was still functioning but it was functioning primarily through goodwill and forbearance The Dean suggested that while goodwill and forbearance still remained it was incumbent on those who had worked with the past to bring their knowledge and sympathies and concern to the task of simplifying and changing the present arrangements In 1973 the realities of finance had changed out of all recognition from the position in 1908 as had the national attitude to university education positive approach was called for which hopefully would serve another sixty years not negative attempt to amend and complicate yet further situation whose complexities baffled even the sympathetic and gave cause for uncertainties and irritation to many Further reflection and discussion resulted in the following paper which was considered by your Committee on January 21st 1974 The paper is set out under Heading The Background Heading Pro- posals and Heading General Comment Your Committee recommends to the Council and to the Dele- gacy the acceptance of the Proposals as the basis for further work which will result in radical change in the government though not in the character of King's College The Background The Grant from the Crown of the College Site of June nth 1829 Green Book pp 9-12 defines the purposes of the Grant 11 line 39 College to be for ever thereafter appropriated and used for the general education of youth in which College the various branches of Literature and Science are intended to be taught and also the doctrines and duties of Christianity as the same are inculcated by the United Church of England and Ireland The same Grant 12 line 28 defines the Crown's right of re-entry
