General Information 95 exists against the accused The student shall be notified at or before the Pre- liminary Enquiry of the general nature of the charge under investigation He shall be under no obligation to make any statement or give any explanation if he does not wish to do so and shall be so informed if no prima facie case is found to exist all proceedings in respect of that charge shall terminate Initiation of Proceedings After prima facie case has been found to exist the Principal or in the case of theological student the Dean having held such an Enquiry will send by hand or by Recorded Delivery written copy of the charge or charges together with the notification of the initiation of proceedings and copies of other relevant documents to the student charged copy of the charge shall be delivered to the Chairman of the Hearing Committee ii Within fifteen days after receipt of the charge and the notice by the student against whom the charge is made the student shall reply in writing to the Chairman of the Hearing Committee stating whether or not he wishes to oppose the charge The Chairman may extend the time for such reply Failure to reply within fifteen days shall be deemed to be denial of the charge iii Within seven days after the expiration of the fifteen days aforesaid or after receiving the reply from the student whichever is the earlier the Chair- man of the Hearing Committee shall set time and place for the Hearing which shall be fixed not more than fifteen days later unless for special reasons the Chairman decides that an extension of time is desirable in the interests of justice The Hearing Committee The Hearing Committee shall consist of five persons one of whom shall be Chairman and shall be composed as follows At the beginning of each academic year two panels one consisting of nine staff members six of them being men and three women and the other of nine student members six of them being men and three women shall be drawn by lot by the Vice-Chancellor of London University or by someone appointed as his deputy for the purpose No person whether staff or student shall be eligible during the first year of his or her member- ship in that capacity at King's College ii The eighteen persons so chosen shall elect from their number Chairman and Deputy Chairman one being member of the staff and the other being student The Chairman and Deputy Chairman shall hold office for one year At the following year's election these offices shall be filled by persons from panel different from that from which the holder of the office came in the previous year iii When it becomes known that the Hearing Committee will be required to hear case four persons from the panel two being staff members and two being students and so as to include in the four at least one man and one woman shall be chosen again by lot by the Vice-Chancellor or his deputy and shall sit with the Chairman as Committee of Five for the
