General Information 95 shall be drawn by lot by the Vice-Chancellor of London University or by someone appointed as his deputy for the purpose No person whether staff or student shall be eligible during the first year of his or her member- ship in that capacity at King's College ii The eighteen persons so chosen shall elect from their number Chairman and Deputy Chairman one being member of the staff and the other being ב student The Chairman and Deputy Chairman shall hold office for one year At the following year's election these offices shall be filled by persons from panel different from that from which the holder of the office came in the previous year iii When it becomes known that the Hearing Committee will be required to hear case four persons from the panel two being staff members and two being students and so as to include in the four at least one man and one woman shall be chosen again by lot by the Vice-Chancellor or his deputy and shall sit with the Chairman as Committee of Five for the purpose of hearing the case separate committee shall be chosen in this way for each case to be heard iv Although participation cannot be compelled it is assumed that all persons so chosen will be willing to accept the responsibility involved Sittings of the Hearing Committee shall be held in public unless the student charged otherwise requests or the Committee at its discretion other- wise decides Appeals An appeal shall lie from decision of the Principal or in the case of theological student the Dean in respect of decision taken by such officer in accordance with his jurisdiction to hear minor offences and also from decision of the Hearing Committee to an Appellate Committee ii Such an appeal may be an appeal against finding of the Principal or in the case of theological student the Dean or of the Hearing Committee or against an order made upon such finding iii Examples of the grounds on which an appeal may be brought are That the finding of guilt was based upon an error in law including an error in the construction of the Rules of the College That the procedure herein laid down was not correctly observed That the decision of the Hearing Committee was against the weight of evidence That the order made upon finding of guilt was too severe or was not appropriate iv The Appellate Committee shall consist of three persons to be appointed as follows One member of staff and one student who shall each be appointed by the Chairman and Vice-Chairman of the panel jointly and one person not being member of the staff or student of King's College appointed by
