Annual Report of the Delegacy lvii DEPARTMENT OF WAR STUDIES Number of Students PhJD י '' י ן 1י" י Phil 13 ν 1a Academic Diploma Total 31 Higher Degrees Nine students were awarded the by examination Ph Mendl 'The debate over defence policy in France with special reference to nuclear armament 1945-60 Departmental Notes Professor Μ Howard delivered the Haldane Memorial Lecture at Birkbeck College in October the Lees-Knowles Lectures in Military Science in the University of Cambridge in November and the Harmon Memorial Lecture at the United States Air Force Academy in May From January to June he visited Stanford University as Kratter Visiting Professor of Modern European History In the course of his visit to North America he lectured at the University of California at Los Angeles and at Davis at the California Institute of Technology and RAND Corporation and at Harvard and Columbia Universities He also lectured at the Canadian National Defence College at Kingston and at the Armed Forces College at Toronto He attended conferences sponsored by the Institute for Strategic Studies on East-West relation- ships in September in Vienna and on nuclear proliferation in April at Tokyo He was Chairman of study group set up under the auspices of the Social Science Research Council to report on research in War Studies in the United Kingdom Dr Mendl was appointed Secretary to the Board of War Studies He addressed the Scottish Assembly of the Royal Institute of International Affairs in November on 'De Gaulle's Europe' read papers to seminar of the Graduate School of Contemporary European Studies at the University of Reading in January on 'The principles and practices of contemporary French defence policy' and to seminar on the foundations of French foreign policy sponsored by the Foreign Office and the University of Reading in July and he gave lecture
