RIPORT financial position of the School will shortly allow 801110 increase to be made in 11118 much-needed direction The accounts of the Ladies' Department have this year been included in the Financial Statement of the College in view of the necessity of submitting to the Treasury complete return Teaching University for London -At the end of the Parliamentary Session of 1897 Bill to give effect to the recommendations of the Cow per Commission was introduced by the Lord President and passed the House of Lords but as no time was left for the discussions necessary in the House of Commons the Bill was withdrawn In the autumn of last year as the result of conference summoned by the Senate large and influential deputation upon which the College represented by Sir AV Priestley Dr Wace and the Principal waited on the Lord President to urge the re- introduction of last year's Bill and the passing of it sub- stantially in the form in which it was submitted to the House of Commons last Session The reply of the Lord President was most favourable and the Bill has now with some minor amendments which the Council regard as improvements passed the House of Lords and the first reading in the House of Commons The Proviso relating to the allocation of University Funds see la8t year's Report appears in the present Bill as in that of last year in the following form to which the Council have agreed as furnishing reasonable security for the interests of the College 44 Provided that they the Statutes shall not prevent the 44 University from allocating funds on such conditions as it 44 thinks tit for the payment of any person appointed or 44 recognised by the University as University Teacher or 44 for his laboratory expenses or tor apparatus to be used by 44 him notwithstanding any conditions attached to any office 44 held by him in any School of the University '1 The Bill has schedule of directions to the Commissioners which is the result of an attempt to conciliate the very many and partially conflicting interests involved in the question Whil far from regarding every provision of the Schedule as
