The Council have to lament the death of the Very Kev Charles John Vaughan Dean of Llandaff deeply esteemed Life-Governor of the College Dean Vaughan's health had lor some ears made his attendance at Council cry infrequent hut the loss of the College is not less severe than that of the Church at large The Visitor has nominated the Hon Smith Treasurer of the College to Life-Governor in the place of Dean Vaughanj Mr Serocold late Treasurer of the College and Arch- deacon Cheetham formerly Professor of Ecclesiastical History have resigned their membership of the Council he two vacancies thus created and that due to the resigna- tion of Mr Austen Leigh mentioned in the last year's Report have been filled by the election of Sir John Wolfe Barry the lion Mr Justice Byrne and the Rev Canon Pen- nefather The Technical Education Board of the London County Council have nominated representative on the Mined under the Technical Education Act 1887 Their representative for the past year has been Mr Ernest Gray The Council are able to congratulate the Court upon year of sound work and steady general progress and upon great improvement in the financial position of the College The expenses of the year have been unusually heavy espe- cially under the head of repairs and improvements due in part to the alterations consequent upon the removal of the School in part to the developments mentioned above in connexion with the various departments In these circum- Stances it is matter for satisfaction that the total deficit upon the year18 working is less than the charge for interest on the College debt This is mainly owing to the fact that the year under review is the first year which has been coin- pleted under the recent reorganisation of the College finances partly also to the increase of over Ā£2 000 in the receipts from fees It is also to be observed that this improvement in the relation of expenditure to receipts has gone hand ill hand with more systematic attention to fabric and internal repairs than has been formerly found possible Taking into account both receipts and expenses of an exceptional nature
