1 REPORT moderate grant the amount of which depends in part on the voluntary contributions made to the College and on the adequate development of its means of education The Royal Commission which reported in 1889 upon University Teaching in London recommended that King's College and University College should either be incorporated in the existing University of London or should receive some equivalent position as the constituent Colleges of University for London and an additional obligation is thus imposed on them to extend and improve their equipment for University work An appeal similar to the present for Ā£50 000 is accordingly made by University College and the Council of each Institution desires it to be understood that the two appeals are not made in competition but with mutual good- will The Council have now before them imperative demands which require the expenditure of large capital sums The most urgent need is the endowment of Professorships as the income derived from fees can never be sufficient to maintain Scientific Departments in full efficiency In addition there are needed New laboratories for Mechanical Engineering The Electric Lighting of the entire building in con- nexion with the new Electrical Engineering Laboratory The Council are much encouraged in making this appeal by some liberal gifts and promises already made to them as stated below particularly by Lady Siemens's recent munifi- cent gift of an Electrical Laboratory from Messrs Davey Paxman Co from the Clothworkers' Company from the Carpente Company and from its late Master Pro- fessor Banister Fletcher and they believe the time has come when it is their duty to make great effort to extend and consolidate the position of the College
