BYE-LAWS xxi Investments All Moneys received at the Office and elsewhere on behalf of the College shall be paid to the account of the College with such Bank or Banks as the Council may appoint and so much of such moneys as shall be required for the current expenses and demands of the College shall be drawn for when ordered by the Council by two members of the Finance Committee and the cheques countersigned by the Secretary or so far as such cheques are required for the current expenses and demands of the Ladies' Department by the Secretary of the Ladies' Department or in the absence of either Secretary by the Treasurer and such moneys as shall not be required for the above purposes shall when orders by the Council be laid out in Parliamentary Stocks Exchequ Bills Treasury Bonds or Public Funds of Great Britain or in such other Securities as Trustees may from time to time be authorized to hold either by Act of Parliament or by order of the High Court of Justice or in Debenture or Preference Stock of any Railway Company in Great Britain in actual work and paying dividend on its Original Stock and whenever 11ece8 sary the Council shall cause the said Stocks or Securities or any part thereof to be sold and the moneys arising therefrom shall be paid to the account of the College with their Bankers for the time being" Custody of the College Seal 10 The College Seal shall be kept in the custody of the Principal and Secretary and shall not be affixed to any instru- ment or paper without the authority of the Council Books and papers not to he removed from the custody of the Secretary without r7nission of the Council 11 No books or papers belonging to the College shall he removed from the custody of the Secretary without the express permission of the Council and no person not being member of the Council shall be allowed to inspect any
