C4 The Medical Scholarships of 240 a-year and the payment of 100 year to the Professor of Chinese which were in- tended to have distinct endowments have never been per manently founded and are only maintained by charges 00 the College Fees The efficiency of the College is necessarily impaired by these burdens and by the frequent taxation of the very moderate salaries of the teachers and the Council have accordingly resolved to endeavour to raise 30 000 among themselves and other friends and old members of the College in order to enable it to meet its existing liabilities as well as the constant demands made upon it for extension of its educational work "The College has to carry on that work in competition with divers other Institutions some of which are well en dowed and some assisted by Government so that they can charge very low fees to students and the College would there fore be more likely to diminish than to increase its income by raising its fees Subscriptions may be divided into four annual instal- ments and may be paid at Messrs Coutts Co 's in June of each year or to Cunningham Esq Secretary at the College Subscriptions to the amount of £4 600 have been already promised some of them on condition that £15 000 at least are subscribed before the end of 1871
