ANNUAL REPORT 49 Indian Civil Service Cunningham Collier Bolton Competitive Examination for Woohcich Ε h0skyn Preliminary Examination for Telegraph Service in India Henslet James Peake -The Council have again to announce with regret but under present circumstances without surprise slight dimi- nution in the numbers of the Apflied Sciences Department They believe that the work was never more efficiently done but external circumstances are in many points unfavourable Their attention was drawn during the past year to the scheme for the foundation of Government College for the education of those who should be employed in the Civil Engineering Service of India Believing that such scheme was likely to be prejudicial to the public service by its inevit- able tendency to narrow the area of choice and the system of study and feeling sure that it must inflict great and un- deserved hardship upon voluntary and unendowed institutions the Council thought it their duty to present memorial to the Duke of Argyll deprecating the establishment of the College and the monopoly of appointments to be given to it Similar memorials were presented by other institutions interested in the matter The Council rejoice to see that although the foundation of the new College is still persisted in yet by the undertaking to open all appointments to Students in other Institutions by examinations independent of the College some of the most objectionable features of the scheme have been removed In this Department with view to the encouragement of Students the staff have liberally offered to found Two Scholarships of £30 and £2 payable in two years out of their fees The Council have been glad to meet this liberality by relinquishing their share of the fees of the Exhibitioners
