26 ANNUAL REPORT 1S52 various houses which encumbered the intended site have been purchased and are now being pulled down It is intended to lay the Foundation Stone on June 17th of the present year after which the building will be completed with all convenient speed and thus at length the only great desideratum in the Educational machinery of the College will be fully supplied On the 7th of August last the Royal Assent was given to an Act for Incorporating the Council of King's College London and the President Vice-Presidents and Governors of King's College Hospital and for connecting the said Hospital as Medical School with the said College and for better enabling the Corporation to carry on their charitable and useful designs It may be well to enumerate the principal points in this Act which bear upon the College The Council for the time being are ex-officio Governors of the Hospital whilst the Principal of King's College London is an ex-officio member of the Committee II All previous transactions between the College and Hospital particularly the Grant made on December 29 18-19 by this Court of 5000 towards the new building have been confirmed III The Council has the sole custody and control of the common seal of the Corporation and no sale mortgage or alienation of the lands of the Hospital can take place without their consent IV All bye-laws or regulations made by the Committee of Management must be laid before the Council for approval The Council has the sole power of appointing and removing the Medical Officers the Chaplain the Clinical Clerks and Dressers of the Hospital VI Provision is made for enabling under proper regula- tions the Medical Students of King's College to have free access to the Wards and Operating-rooms of the Hospital for the purpose of receiving therein Clinical Instruction and pursuing the course of study prescribed by the Council In arranging the various clauses of this Act the Council have been met in most kind and liberal spirit by the Governors of the Hospital and they would take this oppor-
